- Worked as a carter in Sydney, New South Wales, and was probably the Herbert Power who lived at Jane, Street, Randwick, in 1903.

- With Billy Hughes and Mick Connington, Power undertook initial negotiations with Master Carriers' Associations towards formulation of a collective agreement for Sydney cartage industry.
- Lost his employment because of his union activity.
- Retained office until November 1901, when Connington was elected to secretaryship. Power was active in union until 1921 (when he was appointed to the union's rules revision committee), but held no official position again.
